S 270 Massachusetts Senate · 193rd Legislature (2023-2024)

An Act establishing funds to provide for increases in English language learners in school districts

This bill creates a new funding mechanism to support Massachusetts school districts that see a significant rise in their English language learner populations. Under the new law, any district with at least a 20-student increase in English learners over the previous year becomes eligible for additional state reimbursement. The amount of this reimbursement is calculated based on the difference in student counts and matches the per-student funding rate already established for English learners under existing state law. Districts that qualify will receive an advance payment early in the fiscal year, and these funds will be managed separately by the state treasurer before being distributed to the schools.
