An Act relative to employee recruitment and retention
This bill creates a tax credit to help Massachusetts employers attract and keep employees by reimbursing costs for education, training, housing, transportation, tools, and equipment. Eligible businesses can claim a credit of up to 30 percent of these expenses, but the total credit available is capped at $50 million, and no single employer can use it for more than three workers. To receive the credit, employers must certify that an employee will stay in their current job for at least 24 months, and they must repay the credit if the employee leaves before that time. The program is set to expire five years after it is adopted unless lawmakers decide to extend or change it.
