HD 60 Massachusetts House · 193rd Legislature (2023-2024)

An Act relative to hospital profit transparency and fairness

This bill requires hospitals that receive state funding to report their annual operating margins and CEO compensation to a state health data center. Facilities with operating margins exceeding 8% or CEO pay more than 100 times the lowest-paid employee's salary would face civil penalties equal to the excess amounts. Additionally, hospitals must disclose all their financial assets, including those held outside the United States, with the information made public within seven days. The penalties collected from these violations would be placed into a new fund dedicated to improving Medicaid reimbursement rates for eligible hospitals.
