An Act establishing a commission to study dredging needs for recreational boating in Commonwealth waterways

This bill establishes a nine-member commission under the Executive Office of Energy and Environmental Affairs to study dredging needs for recreational boating in Massachusetts waterways. The commission will consist of experts appointed by the governor, legislative leaders, and state agency heads, including at least one representative from a statewide nonprofit focused on boating. Its primary task is to investigate how to fund dredging projects, simplify permitting processes, lower associated costs, and identify sediment disposal options to maintain public access to waterways. The group will have advisory powers only and must submit its findings and recommendations to the legislature within one year of being appointed.
