An Act establishing a commission on sustainable aviation fuel induced contrail mitigation

This bill establishes a special commission called the Sustainable Aviation Fuel Logistics Advisory Council to advise on sustainable fuel logistics at Logan Airport. It directs the Executive Office of Energy and Environmental Affairs to study and potentially create a model that calculates carbon emissions from aircraft contrails and determines the savings when planes use certified sustainable fuels. If a plane uses a qualified fuel that reduces lifecycle emissions by at least 50% compared to standard jet fuel, the state may pay the airline a sum based on the emissions saved, with annual spending capped at $10 million for the first two years. The bill also sets up a process for the state to review and adjust these funding limits after the initial two-year period.
