An Act to improve public health excellence, which will address disparities in the delivery of public health services for medically fragile inhabitants of the Commonwealth of Massachusetts

This bill requires healthcare providers in Massachusetts to report any suspected side effects from COVID-19 or other CDC-recommended vaccines to the federal Vaccine Adverse Event Reporting System within seven days of identifying them. It mandates that clinics with multiple providers implement automated systems to flag and submit these reports automatically if symptoms appear within three months of vaccination. Additionally, the legislation establishes mandatory annual training for medical staff on this reporting process and directs the state Department of Public Health to conduct a long-term study comparing health outcomes between vaccinated and unvaccinated populations.
