An Act authorizing the town of Fairhaven to establish a fee for checkout bags

This bill authorizes the town of Fairhaven to require retail businesses to charge a minimum fee of ten cents for checkout bags. It applies to any business selling goods directly to consumers, such as grocery stores, pharmacies, and restaurants, while excluding bags used to carry items to the checkout. The collected fees must remain with the individual businesses, and the charge must be clearly listed separately on customer receipts. Enforcement of this rule will be handled by the Fairhaven Board of Health, which also has the power to create specific regulations for its implementation. The law will not take effect until three months after it is passed.
