An Act relative to protecting public health and reducing health care costs

This bill requires the Massachusetts Department of Public Health to create a specialized assessment tool that calculates the health impacts and associated costs of emissions from electricity and fuel sources, while also measuring the benefits of energy efficiency and renewable energy. The tool must specifically track how pollution affects environmental justice communities, the MassHealth program, hospitals, and the state budget by analyzing factors like particulate matter and nitrogen oxides. Once established, the department must update this tool every three years and ensure that all new state policies regarding energy, buildings, transportation, and waste explicitly factor in these health and cost projections. Additionally, the department is required to submit the completed tool and its usage guide to state legislative and executive officials within 12 months of the bill taking effect.
