An Act relative to DCR skating rinks

This bill authorizes the Division of Capital Asset Management and Maintenance to lease over 30 state-owned DCR ice skating rinks to private operators for up to 30 years. The legislation requires bidders to submit detailed proposals covering experience, pricing, safety plans, and specific rules for allocating ice time to the general public, youth groups, schools, and adults. Any money earned from these leases must be deposited into the Conservation Trust, and the state retains the right to renew the agreements for an additional five years if terms remain favorable. To protect the state, all contracts must include liability insurance naming the Commonwealth as a co-insured and require lessees to maintain the facilities.
