An Act improving access to affordable higher education

This bill directs the Massachusetts Department of Higher Education to conduct a comprehensive review of the state's financial aid system for public colleges and universities. The department must analyze existing grants, tuition waivers, and loan programs to propose changes that consolidate overlapping assistance, simplify the application process, lower administrative costs, and close achievement gaps for students of color and disadvantaged populations. Before submitting its findings and any proposed legislation by December 31, 2023, the department is required to consult with various educational stakeholders and hold a public listening session to gather community input.
