The agency responsible for conducting the rate-setting study changed from the Behavioral Health Administration and Medical Care Programs Administration to the Maryland Department of Health.
A new Workgroup on Certified Behavioral Health Clinic Implementation and Rate Methodology Modernization was established within the Behavioral Health Administration to develop reimbursement methodologies.
The Maryland Health Care Commission was assigned new duties to assist the Department of Health with the study and to require community providers to submit information, replacing the Department's previous authority in this area.
The Secretary of Health is now authorized to designate a technical liaison from the Administration to support the study process.
The deadline for completing the rate-setting study was altered to June 30, 2028, and the timeline for submitting interim and annual reports was changed.
