Data Brokers - Registry and Gross Income Tax (Building Information Guardrails Data Act of 2025)

This bill creates a new Privacy Protection and Enforcement Unit within Maryland's Division of Consumer Protection to oversee digital privacy, cybersecurity, and artificial intelligence issues. It establishes a mandatory registry for data brokers who must register annually with the state Comptroller and imposes a gross income tax on their revenue. The tax revenues generated will fund the new enforcement unit, which is authorized to enforce existing privacy laws, educate consumers on digital rights, and cooperate with other agencies on online privacy and security matters.
