Primary and Secondary Education - Student Technology and Social Media Resource Guide

SB 897 requires Maryland's National Center for School Mental Health (University of Maryland) to develop and annually update a student technology and social media resource guide for public school students in grades pre-K through 12. The guide must include age-appropriate safety information, best practices for using technology and social media responsibly, and a landscape review of specific products (including social media, AI, and online games) covering privacy, safety, addictive qualities, and potential harms. Starting in the 2027-2028 school year, the guide must be published, posted online, and distributed to all public schools and parent organizations each fall. It will cover personal tech use in year one, educational tech in year two, and evolve into a multimedia resource by year three.
