SB 552 requires Maryland public high school students to complete and submit either the Free Application for Federal Student Aid (FAFSA) or the Maryland State Financial Aid Application (MSFAA) as a graduation requirement starting in the 2026-2027 school year. Students or their parents/guardians may decline the requirement by signing a form, and schools may grant waivers if students have made a good-faith effort to apply or due to extenuating circumstances. County school boards must annually report to the legislature on how many students completed, declined, or were waived from this requirement. The bill also mandates state regulations to ensure students receive adequate support in completing these applications.
