SB 1047 restricts fundraising activities by Maryland state elected officials during regular legislative sessions. It prohibits the Governor, Lieutenant Governor, Attorney General, Comptroller, Treasurer, and State legislators (or their representatives) from receiving contributions, hosting events, or soliciting funds for federal, state, or local candidates or campaign committees while the legislature is in session. Exceptions include activities solely related to an official’s own election campaign, gubernatorial public financing under specific rules, and accepting electronic contributions made before the session began. Violations result in civil penalties paid into the Fair Campaign Financing Fund.
