Higher Education - Nonresident Tuition - Exemption for Dependents of State or Local Public Safety Employees (Maryland Fallen Heroes Tuition Benefits Act)

HB 1517 creates a tuition exemption for dependent children of Maryland public safety employees who died while performing their duties. It allows these children to attend public colleges in Maryland without paying out-of-state or out-of-county tuition fees, regardless of where they currently reside. The exemption applies to children of firefighters, police officers, paramedics, correctional officers, and Maryland National Guard members who died in the line of duty. The law takes effect July 1, 2025, and requires the Maryland Higher Education Commission to establish implementation rules.
