Carroll County - Public Facilities Bond

Senate Bill 693 authorizes Carroll County to borrow up to $29.8 million by issuing general obligation bonds to fund various public infrastructure projects. The funds are designated for constructing and improving facilities such as roads, schools, water and sewer systems, and volunteer fire department equipment and buildings. To repay this debt, the county is empowered to levy annual property taxes, while the bonds and related income are exempt from state and local taxation. Additionally, the bill allows the county to use installment purchase obligations to acquire agricultural land preservation easements.
