Carroll County - Contracts and Purchasing

This bill updates Carroll County's rules for spending money on public projects and purchasing supplies by raising the spending limit from $25,000 to $50,000. When a project or purchase exceeds this new threshold, the county must advertise the opportunity for bids in local newspapers and online for at least one week, unless it is an emergency or there is only one possible supplier. The county commissioners will then award the contract to the lowest responsible bidder whose price is reasonable, while also allowing nonprofit organizations and other government agencies to join in shared purchasing efforts. These changes take effect on October 1, 2024, and apply specifically to the Carroll County Commissioners and their procurement officers.
