If an application is incomplete, the board must notify the applicant within 10 days, restarting the 30-day clock once missing information is provided. The board may extend this deadline by 15 days during a state of emergency or when application volumes prevent timely processing. Annual reports to the Legislature will track processing times, application volumes, and outcomes, with the Public Safety Commissioner taking over licensing duties if deadlines are missed.
