It also establishes a stakeholder group of at least 13 members, including shelter operators, mental health professionals, and law enforcement representatives, to create a 10-year plan addressing the root causes of homelessness. This group must hold a minimum of four meetings before submitting a report with recommendations to the Joint Select Committee on Housing by November 6, 2024.
