ELECTIONS/CANDIDATES: Provides for nominating petitions and party primary elections

Added provisions allowing major political parties to permit unaffiliated voters to vote in their party primary elections if authorized by the party's bylaws.

Added rules stating that unaffiliated voters who participate in a primary election may vote only in that one party's election and cannot vote in another party's primary.

Added provisions allowing unaffiliated voters to run for and vote in elections for state central committees and parish executive committees if the party allows independent voter participation in primaries.

Added a requirement for state central committees to notify the Department of State at least 180 days before the first primary election if they choose to allow unaffiliated voters to participate.

Modified the text to remove specific signature thresholds for presidential nominating petitions and replace them with general references to signature requirements elsewhere in the code.
