FEES/LICENSES/PERMITS: Provides relative to vapor products, alternative nicotine products, and modified risk tobacco products (EN DECREASE GF RV See Note)

The definition of 'vapor product' was expanded to include any noncombustible product using heating elements, power sources, or mechanical means to produce vapor, moving beyond just electronic circuits.

The definition of 'nicotine analogue' was updated to explicitly include substances represented to have effects on the central nervous system similar to or greater than nicotine.

Annual permit fees were increased: Retail dealer permits rose from $25 to $100, wholesale dealer permits rose from $75 to $100, and vending machine fees rose from $5 to $20 per machine.

Several obsolete sections regarding facts and findings and specific exceptions for lawful activities were removed or consolidated into the new definitions.
