MTR VEHICLE/LICEN PLATES: Creates the Louisiana GOP special prestige license plate (EN GF EX See Note)

Added a specific list of eligible vehicle types (cars, trucks, RVs, motorcycles, vans) to the section defining the license plate's application.

Reorganized the statute to clearly separate the secretary's duty to collaborate with the Republican Party on design from the issuance rules and fee collection.

Explicitly stated that the $25 annual royalty fee and $3.50 handling fee must be used solely for the activities of the Republican Party of Louisiana.
