HEALTH/LDH: Provides relative to human services districts and boards (EN NO IMPACT See Note)

Establishes a new 17-member Louisiana Population Health Coordinating Council with specific member roles including the Surgeon General, Secretary of Health, and ten district executive directors.

Requires all district and authority boards to align their strategic and programmatic priorities with the Statewide Population Health Strategy developed by the new council.

Replaces the requirement for boards to conduct annual patient satisfaction surveys with a mandate to implement strategic priorities set by the Surgeon General and the new council.

Transfers the authority to hire, evaluate, and terminate executive directors of human services districts and authorities from the districts themselves to the Surgeon General.

Eliminates the requirement for boards to hold annual meetings in Baton Rouge to educate elected officials and removes the mandate to present presentations at these meetings.

Removed the statement that the bill was prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution.

Reorganized the list of board duties, changing the section letter from D to E and adjusting the numbering of sub-requirements.

Added a new requirement for boards to hold an annual meeting in Baton Rouge to inform and educate elected officials.

Updated the annual reporting requirement to specify that summaries must be submitted to the House and Senate Committees on Health and Welfare by February 1st.

Added a requirement for boards to adopt a mission, vision, and policy statement.

Added a requirement for boards to hire an executive director who must be confirmed by the Secretary of Health and the Surgeon General.

Added a mandate for boards to conduct assessments on insurance billing and primary care integration.

Added a requirement for boards to conduct annual patient satisfaction surveys and make findings public.

Added a requirement for boards to hold an annual meeting at the state capitol to educate elected officials and staff.

Modified the annual report requirements to include patient survey metrics and plans for reducing reliance on state funding.
