HORTICULTURE: Provides with respect to retail florists and wholesale florists

This bill creates a new state fund called the Horticulture and Quarantine Fund to manage money collected from retail and wholesale florists. It requires the state treasurer to move any leftover funds from the Bond Security and Redemption Fund into this new account before depositing them into the general state treasury. The money in the new fund can only be used to pay for the expenses of the horticulture program and the office of agricultural and environmental sciences.
