MODERATE
The bill was reformatted to align with the official bill number (HB 9) and date, while clarifying definitions and expanding the scope of a new state fee. The most significant policy change is the addition of a new definition for 'State retail regulatory license fee' that explicitly includes penalties and fees from other state statutes, broadening the scope of recoverable costs. Additionally, the definition of 'Gross receipts' was modified to explicitly include cannabis-infused beverages in the calculation of the fee base.
Scope change
The scope of the 'State retail regulatory license fee' was expanded to include various penalties and fees from other Kentucky statutes, and the definition of 'Gross receipts' was updated to explicitly cover sales of cannabis-infused beverages.
DEFINITION
Added a new definition for 'State retail regulatory license fee' to include interest, penalties, and fees from multiple other state statutes (KRS 131.180, 131.410, etc.).
Updated the definition of 'Gross receipts' to explicitly include 'cannabis-infused beverages' in the list of items subject to the fee calculation.
TECHNICAL
Corrected the bill header to reflect the official bill number (HB 9) and updated the date stamp to reflect the current version.
Adjusted indentation and spacing throughout the text to standardize the formatting of the new section.
