AN ACT relating to reorganization and declaring an emergency.

Amend KRS 12.020 to remove the Agricultural Development Board and the Kentucky Agricultural Finance Corporation from the Department of Agriculture; amend KRS 12.023 to attach the Agricultural Development Board and the Kentucky Agricultural Finance Corporation to the Office of the Governor; amend KRS 18A.115 to remove the exemption for employees of the Agricultural Development Board and the Kentucky Agricultural Finance Corporation from classified service; amend KRS 246.030 to remove the Kentucky Office of Agricultural Policy from the Department of Agriculture's organizational structure; amend KRS 247.944 to attach the Kentucky Agricultural Finance Corporation to the Office of the Governor; authorize the Governor to appoint the members of the board of directors; allow staff services for the board to be provided by the Office of the Governor; amend KRS 248.707 to designate the Governor to serve as chairperson of the Agricultural Development Board; authorize the Governor to appoint members of the Agricultural Development Board; attach the Agricultural Development Board to the Office of the Governor, allow staff services for the board to be provided by the Office of the Governor; amend KRS 248.709 to remove reporting requirement for the executive director; transfer affairs associated with the Kentucky Office of Agricultural Policy, Agricultural Development Board and the Kentucky Agricultural Finance Corporation to the Office of the Governor; direct board members of the Agricultural Development Board and Kentucky Agricultural Finance Corporation to serve terms as set forth; EMERGENCY.
