AN ACT relating to notaries public. Create a new section of KRS Chapter 423 to permit the Secretary of State and the county clerk in a county with a consolidated local government to institute a pilot program to record electronically transmitted documents with a notarial act and to allow a fee of no more than $10 to be charged yearly to a notary public who registers to participate in the pilot program.
