AN ACT relating to mail-in absentee ballot eligibility. Amend KRS 117.085 to allow voters who have a medical condition that prevents them from both voting in person at the polls on election day and casting an absentee ballot in person in the county clerk's office on all days absentee voting is conducted prior to election day to vote by mail-in absentee ballot; amend KRS 117.086 to conform.
