AN ACT relating to constables and making an appropriation therefor. Create new sections of KRS Chapter 70 to provide incentive payments for constables and deputy constables who complete training; create a new section of KRS 15.310 to 15.510 to create a Constable Certification Program to be established, regulated, and provided by the Department of Criminal Justice Training; create a new section of KRS Chapter 147A and amend KRS 23A.2065 and 24A.1765 to create the constable certification fund composed of a $5 increase in Circuit and District Court criminal case fees as well as any contributions, gifts, grants, donations, devises, or appropriations the fund may receive; amend KRS 15.310 to define "certified constable"; create a new section of KRS 15.310 to 15.510 to clarify that certified constables and deputy constables are not considered hazardous duty positions and not eligible for the Law Enforcement Foundation Program fund; amend KRS 189.910 to include vehicles used for emergency purposes by certified constables and deputy constables within the definition of "emergency vehicle"; amend KRS 64.190 to provide that constables may collect the same fees allowed sheriffs for similar services; amend KRS 454.140 to add constables to those officers to whom process may be directed.
