AN ACT relating to veterans nursing homes and declaring an emergency. Prohibit the authorization of Federal Funds or Bond Funds for the construction of a state veterans nursing home unless the facility will accommodate the total unused number of beds allotted to the Commonwealth by the United States Department of Veterans Affairs; EMERGENCY.
