If the change would disrupt this environment, the proposing parent must prove it is in the child’s best interest with "clear and convincing evidence"; otherwise, a lower "preponderance of evidence" standard applies. The bill requires courts to consider standard custody factors but only explain why a factor doesn’t apply if it’s not relevant.
