The first two speeding violations of 10 mph or less over the limit are exempt from probationary period considerations and insurance rate increases if they occurred in zones with limits between 34 and 61 mph, depending on the violation date.

The bill applies different rules for speeding violations based on whether they occurred before or after July 1, 2026, and includes specific historical windows from 1986 to 2026 for exemption eligibility.

The default speed limit for all vehicular traffic was increased from 55 mph to 60 mph.

The speed limit range for which minor speeding violations (10 mph or less over the limit) are exempt from license suspension and insurance rate hikes was expanded from 34-56 mph to 34-61 mph.

New provisions regarding the expanded exemption range and updated speed limits are scheduled to take effect on July 1, 2026.
