A bill for an act relating to training requirements for the licensure of individual child foster care providers.

This bill changes Iowa's requirements for foster care providers by replacing fixed training hour mandates with a flexible, case-by-case approach. It eliminates the current 30-hour initial training requirement and 6-hour annual renewal requirement, instead allowing the Department of Health and Human Services (HHS) to determine appropriate training based on a foster parent's experience, the child's needs, and other circumstances. Required training topics must include trauma, behavior management, attachment, grief, and biological parent contact. Foster parents on active military duty are exempt from annual training requirements. The bill does not change the requirement for providers to complete training on specified topics before licensure or renewal.
