It reduces the allocation of emergency communications surcharge funds for joint 911 service boards from 60% to 46% until the completion of two federal transition phases (phases 1 and 2), after which the allocation reverts. Additionally, it requires local phone companies to provide subscriber information to designated NG911 providers for emergency services while maintaining confidentiality.
