Amends the Illinois Dental Practice Act. In provisions concerning teledentistry, provides that an initial examination for new patients, excluding patients seeking orthodontic treatment, may be conducted through teledentistry if the authorizing dentist establishes a bona fide dentist-patient relationship by reviewing the patient's medical and dental history and verifying both the patient's identity and physical location to ensure that dental care is being administered within the State. Provides that an initial examination for orthodontia treatment shall be performed in person only. Requires an in-person clinical examination to be performed immediately before providing or authorizing services or treatments to patients that are not reversible. Provides that, for ongoing dentist-patient relationships, dentists shall strongly encourage patients to be seen in person at least annually. Makes other changes.

Amends the Construction Site Temporary Restroom Facility Act. Changes the Act's short title to the Construction Site Temporary Restroom Facility and Sanitary Conditions for Menstruation and Lactation Act. Repeals a provision which specifies that separate toileting facilities are not required for males and females if individual portable toilet facilities are used by an owner of a portable building or building under construction to provide access to a restroom. Provides that, if a woman or an individual who menstruates is present on a work site and there are 10 or more workers of any gender at the work site, then a separate toilet facility shall be provided at the work site and designated for use by women and individuals who menstruate. Requires employers in the construction industry to provide their workers who menstruate and are performing construction activities on a work site with minimum sanitary conditions. Describes the required minimum sanitary conditions. Requires employers in the construction industry, upon request, to provide their workers who are lactating and performing construction activities on a work site with reasonable accommodations needed to express breast milk. Describes reasonable accommodations for lactation. Provides that, on or before January 1, 2027, the Department of Public Health shall provide guidance to employers on the accommodations to be provided. Authorizes employees of construction sites to call the certified local public health agency with jurisdiction over a construction site to request an inspection if noncompliance with the Act is suspected. Prohibits retaliation by employers if a call is made by an employee on a construction site for suspected noncompliance with the Act. Provides that any owner who fails or refuses to comply with the provisions of the Act commits a petty offense and is subject to a fine to be determined by the certified local public health agency (rather than only being subject to a petty offense). Defines "employer". Effective immediately.
Amends the Genetic and Metabolic Diseases Advisory Committee Act. Changes the name of the Genetic and Metabolic Diseases Advisory Committee to the Universal Newborn Screening Advisory Committee. Adds duties for the Committee, including duties to hold quarterly meetings, review conditions, make recommendations, and prepare reports. Makes conforming changes in the short title of the Act, the Newborn Metabolic Screening Act, and the Rare Disease Commission Act. Effective immediately.
Amends the State Fire Marshal Act. Provides that the Office of the State Fire Marshal shall award grants to not-for-profit fire departments exempt from federal income taxes under Section 501(c)(3) of the Internal Revenue Code (in addition to units of local government) for the rehabilitation or construction of fire stations.
Creates the Climate Change Superfund Act. Creates the Illinois Climate Change Superfund as a special fund in the State treasury. Requires at least 40% of the Fund to be spent on projects that directly benefit disadvantaged communities facing climate change impacts. Directs the Environmental Protection Agency to adopt rules within one year, including regarding the apportionment of liability for climate change for payments into the Fund by responsible parties, regarding qualifying expenditures from the Fund, and regarding an Illinois Climate Change Superfund Program. Requires the Agency to establish procedures to challenge its determinations of liability for climate change and provides for judicial review under the Administrative Review Law. Makes findings. Defines terms. Provides that the Act is severable. Makes conforming changes to the State Finance Act.
Amends the Children and Family Services Act. In provisions requiring the Department of Children and Family Services to establish rules concerning transition planning for youth aging out of care, requires the Department to consult with the Statewide Youth Advisory Board to determine the effectiveness of existing programs, to identify new programming that supports youth transitions to independence, and to advise on how information about transitional services is communicated to youth in a clear, timely, and age-appropriate manner. Requires the Department to develop, by July 1, 2027, procedures setting forth a process by which: (i) a youth or a youth's representative can request an accounting or explanation of financial decisions made by the Department or child welfare contributing agency for any monies held on behalf of the youth; and (ii) the Department or child welfare contributing agency acknowledges receipt of the request, provides a written response within a defined period, and outlines steps for review or correction when an error or dispute regarding the accounting is identified. Requires the Department to ensure that each youth in care, if applicable, receives age-appropriate financial guidance designed to build financial literacy and informed decision-making regarding the youth's Social Security benefits, Supplemental Security Income benefits, veterans benefits, or Railroad Retirement benefits. Contains provisions on the development of tailored youth-driven transition plans; notification to youth on the location of necessary documents and any financial accounts open in their name; the development of a curriculum guided program for youth transitioning out of care; written and verbal notice on a youth's scheduled Successful Transition to Adulthood Review (STAR) hearings; requirements on residential treatment centers, group homes, transitional living programs, and the Department to ensure a youth's attendance at a scheduled STAR hearing; and other matters. Amends the Juvenile Court Act of 1987. In provisions concerning STAR hearings, requires the Department to allow a minor the opportunity to express to the court the minor's goals, preferences, and concerns regarding the minor's transition to independence. Requires the court to review and ensure the Department is in compliance with its statutory obligation to support the minor's meaningful engagement in STAR hearings.
Creates the Illinois Menopause Equity and Care Act. Amends the Department of Public Health Powers and Duties Law. Requires the Department of Public Health to create educational materials regarding menopause, including symptoms, treatment options, and patient rights for distribution to the public online. Amends the Illinois Insurance Code. Provides that on or after January 1, 2028, all individual and group health insurance policies issued, renewed, or amended must provide coverage for medically necessary evaluation and treatment of perimenopause and menopause as determined by a licensed health care provider using evidence-based guidelines. Amends the Medical Practice Act of 1987. Provides if a licensee treats or evaluates patients suffering from menopause-related conditions, 5 hours of the required 50 hours must include continuing education on menopause care, including management of symptoms, hormonal and non-hormonal therapies, and bone health. Amends the Illinois Human Rights Act. Defines "menopause-related condition" includes perimenopause, menopause, and associated medical or symptomatic conditions, including, but not limited to, vasomotor symptoms, sleep disruption, cognitive or mood changes, and osteoporosis-related changes. Provides that it is a civil rights violation to unlawfully discriminate because of a menopause-related condition or fail or refuse to provide reasonable accommodations.
Amends the Employment of Teachers Article of the School Code. Provides that beginning with continuing education coursework commenced on or after July 1, 2026, a school district, special education cooperative, or other public educational employer may recognize graduate-level continuing education coursework for purposes of salary advancement or lane changes only if the continuing education coursework meets specified requirements. Provides that nothing in the provisions impairs the ability of the parties to a collective bargaining agreement to negotiate salary schedules or compensation structures, as long as any graduate-level continuing education coursework recognized for salary advancement or lane changes complies with those specified requirements. Allows the State Board of Education, in consultation with the Board of Higher Education, to adopt rules as necessary to implement the provisions. Effective July 1, 2026.
Amends the School Safety Drill Act. Requires school districts and private schools to consider the use of a mobile panic alert system in the development of their school emergency and crisis response plans. Requires the State Board of Education, in consultation with the Illinois State Police and the Illinois Emergency Management Agency and Office of Homeland Security, to develop standards for a mobile panic alert system. Creates the Mobile Panic Alert System Grant Fund. Makes a conforming change in the State Finance Act.
Amends the Common Interest Community Association Act and the Condominium Property Act. Requires the board of directors to provide a website that unit owners can access on the Internet that includes information about board and association meetings, agendas, and minutes of the last meeting. Requires that the board must transmit quarterly to the members electronically via email a statement of the association's financial data, to include, but not be limited to, receipts, expenses, invoices, contracts, and obligations. Requires any fee increase of any kind that is more than 10% must be approved by 75% of the unit owners notwithstanding any other provision in this Act or in the association's instruments.
