Amends the Code of Criminal Procedure of 1963. Restores the provisions concerning consecutive sentencing prior to the effective date of Public Act 102-1104. Deletes provisions that a defendant shall be given custodial credit for each day he or she was subjected to home confinement. Deletes provisions that the court may give custodial credit to a defendant for each day the defendant was subjected to GPS monitoring without home confinement or electronic monitoring without home confinement.

Amends the Assisted Living and Shared Housing Act. Provides that the Department of Public Health shall allow assisted living establishments and supportive living establishments to provide an approved course of training for certified nursing assistants at the establishment, so long as the training meets the requirements of the Nursing Home Care Act and rules adopted by the Department. Sets forth provisions concerning the supervised clinical training portion of the training program. Provides that the Department shall adopt rules requiring that the Health Care Worker Registry include information identifying where an individual received clinical training and may amend specified rules as necessary to implement the certified nursing assistant training program.
Amends the Courses of Study Article of the School Code. Provides that, as a prerequisite to receiving a high school diploma, each pupil entering the 9th grade beginning with the 2028-2029 school year must successfully complete either 2 years of foreign language courses or at least 2 years of career-focused coursework that has been authorized by the State Board of Education as meeting the requirements for a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act (rather than requiring the successful completion of 2 years of foreign language courses). Amends various Acts relating to the governance of public universities in Illinois. Provides that a public university may not require State public high school graduates, as a condition of acceptance, to have completed any years of foreign language courses unless the university permits, as an alternative to completion of a foreign language course, attainment of a College and Career Pathway Endorsement under the Postsecondary and Workforce Readiness Act. Effective immediately.
Amends the State Officials and Employees Ethics Act. Provides that the Legislative Ethics Commission shall adopt no rule requiring the Legislative Inspector General to seek the Commission's advance approval before issuing a subpoena. Provides that any existing rule, as of the effective date of the amendatory Act, requiring the Legislative Inspectors General to seek the Commission's advanced approval before issuing a subpoena is void. Provides that within 60 days after receipt of a summary report and response from the ultimate jurisdictional authority or agency head, the Executive and Legislative Ethics Commissions shall make available to the public the report and response or a redacted version of the report and response (currently, report required to be made public only if it resulted in a suspension of at least 3 days or termination of employment). Removes language providing that the Legislative Inspector General needs the advanced approval of the Commission to issue subpoenas. Makes conforming changes. Effective immediately.
Amends the Election Code. Prohibits a political committee from making certain expenditures to provide a defense in any criminal case or a defense in a civil case against any claims that a person has committed misconduct in his or her capacity as a public official, any claims of sexual harassment, or any claims of discrimination. Requires that a person found to have used campaign contributions in violation of the Code shall return contributions to the contributor or pay to the State if the contributor cannot be identified or reimbursed. Requires the political committee to include information on the contributions returned to the contributor or paid to the State in the committee's quarterly report to the State Board of Elections.
Amends the State Officials and Employees Ethics Act. Provides that an officer of the executive branch, a member of the General Assembly, a person whose appointment to office is subject to the advice and consent of the Senate, or a person who is the head of a department, commission, board, division, bureau, authority, or other administrative unit within the government of the State who takes office after the effective date of the amendatory Act may not engage in activities at the State level that require registration under the Lobbyist Registration Act until 3 years after leaving office. Currently, officers of the executive branch and members of the General Assembly may not engage in activities at the State level that require registration under the Lobbyist Registration Act during the term of which he or she was elected or appointed until 6 months after leaving office. Effective immediately.
Amends the Illinois Governmental Ethics Act. Provides that no legislator or executive branch constitutional officer shall engage in compensated lobbying of the governing body of a municipality, county, or township, or an official thereof (now, that prohibition applies only if the legislator is lobbying on behalf of a lobbyist or lobbying entity that is registered to lobby the General Assembly or the executive branch of the State of Illinois).
Amends the Wildlife Code. Defines "wildlife rifle" as a rifle that can hold up to 3 rounds in the magazine and chamber combined. Provides that it shall be unlawful for any person to take deer except (i) with a shotgun, handgun, centerfire wildlife rifle (rather than single shot centerfire rifle), or muzzleloading rifle, or (ii) as provided by administrative rule, with a bow and arrow, during the open season, with certain requirements. Limits legal rifles to centerfire wildlife rifles (rather than centerfire rifles that are single shot). Prohibits deer hunting while being in possession of or in close proximity to a magazine that is capable of making a rifle hold more than 3 rounds in the magazine and chamber combined (rather than making a rifle not a single shot).
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Instructs the Department of Public Health to require a health care practitioner who is treating a patient diagnosed with epilepsy and at elevated risk for sudden unexpected death in epilepsy and who has primary responsibility for the treatment and care of the patient for epilepsy, other than a health care practitioner treating that patient in an emergency situation, to provide that patient with certain written information regarding sudden unexpected death in epilepsy. Requires the Department to provide that written information to health care practitioners and post the information on the Department's website. Requires the Department to ensure that the information is culturally and linguistically appropriate for all recipients. Allows a local or national organization that provides education or services related to epilepsy conditions to request that the Department include on its website the organization's informational material and contact information. Requires the Department to provide guidance to health care practitioners in determining whether a patient is at elevated risk for sudden unexpected death in epilepsy. Requires the Department to adopt rules. Amends the Medical Practice Act of 1987, the Nurse Practice Act, and the Physician Assistance Practice Act to require licensees under the Acts to comply with the amendatory provisions in the Department of Public Health Powers and Duties Law. Provides that certain licensees under the Acts who violate the amendatory provisions shall be issued a warning by the Department of Financial and Professional Regulation and shall suffer no further penalty or discipline for a first offense if the violation was not committed willfully or knowingly. Provides that certain licensees under the Acts who commit a subsequent violation of the amendatory provisions shall pay a civil penalty, as determined by the Department of Financial and Professional Regulation, of no more than $10,000 to the Department of Financial and Professional Regulation for each subsequent violation. Makes other changes.
Amends the Property Tax Code. Provides that a taxing district's budget and appropriation ordinance and estimate of revenues may be filed electronically with the county clerk. Provides that, if a taxing district's budget and appropriation ordinance and estimate of revenues are filed electronically with the county clerk, the county clerk shall accept and acknowledge that electronic filing by providing a receipt to the taxing district. Effective immediately.
