BRDS AND COMMS ADVISORY PANEL

Creates the Boards and Commissions Advisory Panel for the purpose of conducting an exhaustive analysis of all statutorily created advisory panels, authorities, boards, commissions, committees, councils, and task forces to determine where cost savings may be made.

PROP TX-SENIOR FREEZE

Amends the Property Tax Code. Beginning in taxable year 2012, increases the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption from $55,000 to $75,000 for applicants who have occupied the residence for 5 years or more. Indexes the maximum income limitation to the Consumer Price Index. Effective immediately.

CIV PRO-FARM LEASE-TERMINATION

Amends the Code of Civil Procedure. Provides that a written notice to terminate a year-to-year lease of farm land, unless there is a written agreement to the contrary, shall be given by August 1 of the then current year (instead of in writing by not less than 4 months prior to the end of the year of letting).

MUNI CD-PART-TIME POLICE

Amends the Illinois Municipal Code. Provides that part-time police officers shall not supervise or direct full-time police officers of a police department "in municipalities that have a population of more than 1,500 inhabitants" (now, under any circumstances). Effective immediately.

SCH CD-ELIMINATE GA SCHOLRSHP

Amends the School Code. Provides that after June 1, 2012 persons may not be nominated for General Assembly scholarships and that General Assembly scholarships may not be awarded after that date unless the nomination is made prior to that date. Prevents both second nominations for any lapsed General Assembly scholarship and nominating persons to the unused or unexpired parts of any vacated General Assembly scholarship after June 1, 2012. Effective immediately.

INC TX-HOMEBUYER CREDIT

Amends the Illinois Income Tax Act. Provides that, for taxable years ending on or after December 31, 2012, and ending on or before December 31, 2016, individual taxpayers who make a purchase of residential real property during the taxable year are entitled to a credit in an amount not to exceed $1,000. Provides that the taxpayer is eligible for the credit if the property is purchased as the taxpayer's principal place of residence and the property is used as the taxpayer's principal place of residence on the last day of the taxable year. Contains provisions allowing the credit to be carried forward. Effective immediately.

ENTERPRISE ZONES-NEW ZONES

Amends the Illinois Enterprise Zone Act. Provides that, beginning in calendar year 2012 and until December 31, 2016, an additional 50 enterprise zones may be certified by the Department of Commerce and Economic Opportunity. Effective immediately.

TWP CD-DISSOLUTION INTO MUNI

Amends the Township Code. Provides that township organization within a coterminous municipality may be discontinued and abolished upon referendum approval. Provides that, if a majority of the votes of the township are cast in favor of the proposition to discontinue and abolish the township organization, then the township organization in that township shall cease, and all the rights, powers, duties, assets, property, liabilities, obligations, and responsibilities of the township shall by operation of law vest in and be assumed by the city council or board of trustees of the municipality. Provides that city council or board of trustees of the municipality shall, by ordinance, delegate the duties and responsibilities of a township officer to any elected or appointed official of that municipality or to any employee of that municipality. Provides that the township officers of any township that is discontinued shall continue as officers of that township until the expiration of the respective terms for which they were elected or appointed. Amends the Property Tax Code, the Public Health District Act, the Illinois Public Aid Code, and the Illinois Highway Code to provide that, for a township organization that has been discontinued and has had its duties, powers, and responsibilities transferred to a coterminous municipality, the municipality shall assume the duties of the township organization or officer of the township organization, as appropriate, exercised under those Acts. Effective immediately.

ENTERPRISE ZONE-EXTENSION

Amends the Illinois Enterprise Zone Act. Provides that an area is qualified to become an enterprise zone if it comprises not more than 18 square miles (now, 12 square miles). Provides that an enterprise zone shall be in effect for 55 years (now, 30 years). Authorizes the Department of Commerce and Economic Opportunity to certify an additional 10 enterprise zones between January 1, 2013 and December 31, 2022. Requires each Zone Administrator to post a copy of the enterprise zone boundaries on its website and to collect and aggregate certain information. Amends the Corporate Accountability for Tax Expenditures Act. Changes the definitions of "full-time, permanent job" and "retained employee". Amends the Illinois Income Tax Act. Eliminates the job tax credit for a taxpayer conducting business operations in an enterprise zone. Eliminates the deduction for dividends that were paid by a corporation which conducts business operations in an enterprise zone. Eliminates the deduction for interest income from a loan or loans secured by property which is eligible for the Enterprise Zone Investment Credit. Effective immediately.

ELECTIONS-LEGAL DEFENSE FUND

Amends the Election Code. Prohibits the use of a political committee's fund for the legal defense of a public official or candidate in connection with offenses involving or reflecting upon a public entity's officer or employee. Removes an obsolete reference to "other reporting organization". Effective immediately.
