Consumer Protection

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a grocery store that offers a digital coupon to consumers shall make available a corresponding paper coupon of equal value. Provides that the paper coupons shall be easily accessible at the service desk and may also be placed in other locations around the store. Provides that a grocery store that violates the requirement commits an unlawful practice within the meaning of the Act.

Creates the Diaper Labeling Act. Provides that, no later than 12 months after the effective date of the Act, each package or box containing diapers sold in the State shall contain a plain and conspicuous printed list of all ingredients in order of predominance that shall either be printed on the package or box or affixed to the package or box. Provides for a civil penalty of 1% of a violator's total annual in-State sales of diapers not to exceed $1,000 per package or box. Defines "ingredient" and "diaper".

Amends the Illinois Vehicle Code. Provides that a county to which the Illinois Commercial Relocation of Trespassing Vehicles Law applies may, by resolution, choose to be excluded from the application of the Illinois Commercial Safety Towing Law in that county and that, upon adoption of such a resolution by the county board, the county clerk shall certify to the Illinois Commerce Commission that the county board has adopted the resolution. Effective immediately.

Creates the Truth in Health Care Professional Services Act. Requires an advertisement for health care services that names a health care professional to identify the type of license held pursuant to the definitions under his or her licensing Act. Provides that the advertisement shall be free from any and all deceptive or misleading information. Requires a health care professional providing health care services in the State to conspicuously post and affirmatively communicate the professional's specific licensure as required under the Act, with certain exceptions. Provides that any health care professional, third party contracted to collect fees on behalf of the health care professional, the health care professional's employer, or other entity contracting with the health care professional who violates any provision under the Act is guilty of unprofessional conduct and subject to disciplinary action under the appropriate provisions of the specific Act governing that health care profession. Sets forth other provisions concerning violations and enforcement of the Act. Defines "advertisement", "deceptive" and "misleading", "health care professional", and "licensee". Effective July 1, 2010.

Amends the Illinois Dangerous Animals Act. Prohibits a person from having a right of property in, keeping, harboring, caring for, acting as custodian of or maintaining in his or her possession any primate, except at a properly maintained zoological park, federally licensed exhibit, circus, college or university, scientific institution, research laboratory, veterinary hospital, hound running area, or animal refuge in an escape-proof enclosure. Provides that this provision does not prohibit a person who had lawful possession of a primate before January 1, 2011, from continuing to possess that primate if the person registers the animal by providing written notification to the local animal control administrator on or before April 1, 2011. Provides for other notification requirements.
