Adopts the principles and conclusions agreed to by the Illinois State Toll Highway Authority's Blue Ribbon Advisory Council in its report entitled "Illinois Route 53/120 Project: Blue Ribbon Advisory Council Draft Resolution and Report", and encourages the Toll Highway Authority to further the construction of a road in the Route 53/120 corridor in accordance with the report.
