Removes a provision that requires the Illinois Community College Board to submit its plan for capital improvements of non-instructional facilities to the Board of Higher Education. Requires the Illinois Community College Board to develop a comprehensive community college plan. Removes a reference to the Board of Higher Education's approval of a public community college's construction of a facility. Makes related changes.
