Summary
Amends the Election Code. Gives the State Board of Elections the power to give effect to the directions of an established political party's national committee or State central committee with respect to the certification of the party's Presidential and Vice Presidential candidates selected at the party's national nominating convention (now, only with respect to the convention in 2004).
