Provides that beginning with the summer of 2007, the board of education of each school district in which at least 50% of the students are eligible for free or reduced-price school meals must operate a summer food service program or identify a non-profit or private agency to sponsor a program (now, by the summer of 2006 and then each summer thereafter, these school districts are strongly encouraged to operate a summer food service program or identify a non-profit or private agency to sponsor a program).
