OUT-OF-STATE CONTRACTORS-PREF

Creates the Preference in Public Construction Contracts Act. Provides that the board of trustees or other officer or officers in charge of every institution in the State of Illinois that is supported by public funds who are authorized or required to seek the services of a construction contractor for the purposes of constructing or building a public works project or improvement shall give equal preference to Illinois contractors and contractors in states whose preference laws and policies do not prohibit Illinois contractors from performing construction or building services for public institutions. Makes it a petty offense to not do so. Requires the Capital Development Board to maintain a database of information pertaining to cases in which Illinois contractors were improperly not given preference by public institutions in other states.
