The eligibility criteria for receiving in-kind aid were clarified to explicitly include 'persons who are poor, indigent, homeless, or in need of immediate assistance' regardless of their eligibility for General Assistance (cash aid). Previously, the text was less clear about whether the in-kind aid was restricted to only those eligible for cash aid.

The structure of the statute was modified to explicitly state that townships may provide in-kind aid 'in addition to financial aid provided under this Code,' removing ambiguity about whether the two types of aid were mutually exclusive.

The list of allowable items was slightly adjusted by removing 'food banks' and 'food pantries' from the list of specific items (which were previously listed alongside food, paper goods, toiletries, and clothing). These are now treated as the programs through which the items are provided, rather than the items themselves.
