Added a new requirement for the appointment of a Deputy Executive Director, who must be chosen based solely on administrative and technical qualifications and serves under the direct supervision of the Executive Director.

Clarified that the Executive Director, Treasurer, and Acting Officers hold their positions at the pleasure of the Board of Commissioners, while other department heads and the Deputy Executive Director hold their positions at the pleasure of the Executive Director.

Established that department heads (excluding the Deputy Executive Director) may be removed from office for cause by the Executive Director, with a right to a public hearing prior to removal.
