This bill amends state laws to allow non-licensed direct care staff in small residential and day programs for people with developmental disabilities to administer specific medications under the supervision of a registered nurse. To qualify, these staff members must be at least 18 years old, have a high school diploma, and successfully complete a rigorous training program that covers medication handling, safety, and ethical responsibilities. The law permits the administration of oral, topical, and injectable medications, including insulin and certain diabetes drugs, provided that staff do not calculate doses based on blood glucose tests and that individuals requiring frequent monitoring are excluded unless a nurse directs otherwise. Additionally, the bill clarifies the rules for when individuals can self-administer their own medications based on a standardized assessment of their capability.
