Summary
Amends the State Comptroller Act. Makes a technical change in a Section concerning the short title. Senate Floor Amendment No. 1 Deletes reference to: 15 ILCS 405/1 Adds reference to: New Act 20 ILCS 2605/2605-99 new 50 ILCS 705/7 from Ch. 85, par. 507 50 ILCS 705/10.17-2 new Replaces everything after the enacting clause. Creates the First Responders Suicide Prevention Act. Provides that emergency services personnel and public safety personnel may refer any person to an employee assistance program or peer support counselor within the emergency services provider or law enforcement agency, or if those services are not available within the agency, to another employee assistance program or peer support counseling program that is available. Provides that any communication made by a participant or counselor in a peer support counseling session conducted by a law enforcement agency or by an emergency services provider for public safety personnel or emergency services personnel and any oral or written information conveyed in the peer support counseling session is confidential and may not be disclosed by any person participating in the peer support counseling session. Provides exemptions. Amends the Department of State Police Law of the Civil Administrative Code of Illinois and the Illinois Police Training Act to require training programs for police to recognize signs of work-related cumulative stress and other related issues that may lead to suicide and offer appropriate solutions for intervention. Provides that minimum in-service training requirements, which a police officer must satisfactorily complete every 3 years shall include officer wellness. Makes other changes. Effective immediately. Amends the Illinois Governmental Ethics Act. Requires the chief administrative officer of each unit of local government to certify to the appropriate county clerk, on or before February 1 of each year, a list of names and addresses of persons that are required to file statements of economic interests. Amends the State Officials and Employees Ethics Act. Requires each ultimate jurisdictional authority to submit to the applicable Ethics Commission a report that summarizes the harassment and discrimination prevention training (currently, sexual harassment training) program that was completed during the previous year, and lays out the plan for the training program in the coming year. Provides that the Executive and Legislative Ethics Commissions shall have jurisdiction over complainants and respondents in violation of provisions concerning summary report confidentiality. Requires Executive Inspectors General and the Legislative Inspector General to file a complaint with the appropriate Ethics Commission within 12 months after the receipt of the allegation of a violation or within 18 months after the most recent act of the alleged violation or of a series of alleged violations, whichever is later. Modifies the rights of persons subjected to discrimination, harassment, or sexual harassment. Provides that a complainant or a respondent who receives a copy of any summary report, in whole or in part, shall keep the report confidential and shall not disclose the report, or any portion thereof, prior to the publication of the summary report, and provides a penalty for violation of such confidentiality. Makes conforming changes. Effective immediately.
