Establishes the Hale Kokua Project, a homeless assistance pilot project under the Hawaii Housing Finance and Development Corporation, to provide incentives and assistance to City and County of Honolulu private homeowners who set aside existing dwelling units, or construct new or improve existing dwelling units, for rent to homeless families or individuals for a five-year period.
