The bill's primary request changed from transferring land parcels to the Hawaii Housing Finance and Development Corporation (HHFDC) to urging HHFDC to prioritize developing rental and for-sale housing within the project.
A new requirement was added asking HHFDC, the Hawaii Community Development Authority, and other relevant agencies to sign memorandums of agreement regarding their shared activities and submit them to the Board of Land and Natural Resources.
